About ORLP

The Outdoor Recreation Legacy Partnership (ORLP) was established by Congress in 2014 to “provide grants for projects to acquire land and water for parks and other outdoor recreation purposes and to develop new or renovate existing outdoor recreation facilities.” Since then, the National Park Service has invested $465 million in local outdoor recreation projects through 165 grants in 37 states and the District of Columbia.

ORLP TA Program Overview

Trust for Public Land (TPL) is working in partnership with the National Park Service (NPS) to launch a new, no cost ORLP Technical Assistance Program in 2026. Since 2014, TPL has supported 35 communities in 16 states with their ORLP projects at all phases, from project ideation and community engagement to ribbon cutting and grant closeout. Of those 35 communities, 71% have successfully applied for an received an ORLP grant award.

TPL and NPS are committed to helping more communities create new parks and outdoor recreation spaces in all 50 States, U.S. Territories and Commonwealths, and in Tribal, Alaskan Native, and Native Hawaiian communities.

In 2026, TPL is working with NPS to provide potential applicants with:

  • ORLP application support webinar series
  • One-on-one ORLP application support
  • Self-serve resources for ORLP applicants

These tools will help applicants better understand the ORLP program requirements and create a competitive, compelling grant application for the ORLP Program.

Tailored, One-on-One Application Support

Through our partnership with the NPS, TPL will provide free, one-on-one application support to eligible applicants and subrecipients that plan to apply for an ORLP grant in 2026. If you are interested in receiving customized application support in 2026:

1. Complete the ORLP Application Support Interest Form

2. NPS will assess your eligibility to receive one-on-one application support from TPL

3. If you are selected to receive support, TPL will reach out to you directly on next steps

4. If you are not selected, TPL will reach out to you directly to review self-guided resources, general questions, and other funding sources
