Toni Carter
Toni Carter currently serves as Metropolitan Council District 14 Representative, and as a Senior Consultant at Sankofa Leadership Network. Retired from the Ramsey County Board of Commissioners in 2023, Toni served the people of District 4 and Ramsey County for 18 years — committed to efficient and effective county services, eliminating outcome disparities for diverse populations, and raising grassroots awareness of county decision-making processes and systems. She was the first African American to be elected county commissioner in Minnesota, serving also as President of the Association of Minnesota Counties, and on numerous local, state and national leadership teams.
Previously, Toni chaired the Saint Paul School Board, worked as a teacher, computer systems engineer, marketing consultant, and arts-in-education advocate.
She is married to Melvin Carter Jr., mom to Anika (Roi) Ward, Melvin (Sakeena) Carter, and Alanna (Anthony) Galloway, and grandmother of 12.
