Philadelphia Program Manager

The Program Manager is responsible for overseeing the construction of parks and playgrounds in Philadelphia in partnership with Philadelphia Parks & Recreation, the School District of Philadelphia, the Philadelphia Water Department, and other local partners. They will manage outside consultants and contractors throughout the design and construction process.  The PM will also participate in the development and implementation of public/private stewardship models to optimize the maintenance, programming and use of completed sites. Critical aspects of the position involve managing a complex multi-agency public/private site development process with an emphasis on involving local stakeholders in both site design and stewardship.   
 
ESSENTIAL FUNCTIONS:
  • Manage all aspects of the park/playground development process including oversight of construction management firms, design consultants, engineering firms, environmental consultants and construction contractors.  The Program Manager II will take primary responsibility for project schedules, project budgets, and day-to-day project oversight.
  • Support the Program Director and other local staff in the implementation of stewardship plans to ensure appropriate maintenance, operations and programming at completed sites.  Working with others on the program team, the Program Manager will develop relationships with school and city representatives, create agency staff and community collaborations to implement stewardship tasks, and engage community volunteers in programs/events.
  • Support Program Director in the development of plans for the growth of the program.
  • Work with other urban programs and staff in other TPL offices to help advance urban park projects.
  • Other administrative tasks.
 
OTHER RESPONSIBILITIES:
  •  Assisting the Program Director and working as a team to address local priorities while aligning the program to our national program initiatives.
 
QUALIFICATIONS:
  • Bachelor’s degree and a minimum of three years of experience in the field of community development, urban design, or construction management are required.
  • Prior work experience with diverse stakeholder groups and government agencies is required.
  • Excellent oral and written communication skills are necessary. Master’s degree in Landscape Architecture, Urban Planning, and/or certification in construction management is highly desirable.
  • Experience in design and construction management, including oversight of design and construction professionals, budgets, and project schedules is highly desirable, particularly with experience in sustainable practices (including - but not limited to – the use of recycled materials and integrating green infrastructure into design).
  • Experience in overseeing environmental assessment and remediation, as part of overall site development projects is highly desirable.
  • Experience in urban park development and/or management is preferred.
