Philadelphia Program Manager

Position Summary:
The Philadelphia Program Manager is responsible for managing all phases of parks and playground projects in Philadelphia. This includes community engagement, partnership with the School District of Philadelphia, the Philadelphia Water Department, Parks and Recreation, and other local partners. The Program Manager will manage outside consultants who will develop all technical design documents, and who will serve as general contractors during project construction. 
Critical aspects of the position involve maintaining close communication and coordination with public agencies, overseeing consultants and identifying emerging issues, ensuring projects are completed on or under budget, coordinating with internal staff to ensure all legal, financial, and other guidelines are followed, and involving all necessary agency and community stakeholders as a project advances.
The Program Manager will report to the Senior Program Manager of Park, Design and Development for Philadelphia, and join a team of committed, passionate, and collaborative people working in the range of areas needed to deliver our mission.

Essential Functions:
75%        Manage all aspects of the park/playground development process including oversight of design consultants, engineering firms, environmental consultants and construction contractors.  The Program Manager will take primary responsibility for project design, project schedules, project budgets, project bidding and day-to-day project oversight.

15%       Support Program leadership in the development of plans for the growth of the program.

5%          Work with other urban programs and staff in other TPL offices to help advance urban park projects. Assisting Program leadership and working as a team to address local priorities while aligning the program to our national program initiatives.

5%          Other administrative tasks.

  • Bachelor’s degree and a minimum of four years of experience in the field of real estate development, construction management, architecture, or landscape architecture
  • Experience managing design and construction projects, including oversight of design and construction professionals, public bidding, budgets, and project schedules.
  • A critical mass of the essential and desirable skills and experience described below

  • Design and Construction Project management
  • Community engagement
  • Building coalitions and partnerships
  • Prior work experience with diverse stakeholder groups and government agencies
  • Living and/or working in communities of color or communities of poverty
  • Urban park development
  • Budgeting and expense management
  • Experience in overseeing environmental assessment and remediation, as part of overall site development projects
  • Landscape design and site development process (actual design work is completed by outside landscape architects) 
  • Selection and management of vendors
  • Securing regulatory permits
  • Written, verbal, and interpersonal communications
  • Self-direction, with the ability to work both independently and as part of a team
  • Achieving outcomes and delivering results
  • Fluency in non-English language is desirable
