- Create a vision for the future of parks and open space in the context of continued growth and development. This vision is dependent upon the multi-jurisdictional relationships and partnerships that have proven to be effective in the past.
- Develop recommendations for integrating stewardship and management policies of the key stakeholders. The goal is to achieve a consistent "look and feel" or identity in the Basin, and ensure long-term sustainable management of its resources.
- Establish a framework to leverage limited resources of multiple partners into land conservation and stewardship projects with maximum effect. the tools created in this Plan will assist the local jurisdictions to move specific projects forward.
