Rick Garcia served as a Councilmember from 2003-2010 representing the historic neighborhoods of Northwest Denver. Previously, Rick was an elected Regional Transportation District board member where he was an early leader of the West Light Rail and the Gold Line transit projects. During Rick’s Denver City Council tenure his public policy focused on the integrating of transportation and land use to promote sustainable practices in mixed-use/income developments and affordable housing. He also served as a board member and chair of the Denver Regional Council of Governments, member of the Denver Sports Commission, Regional Air Quality Council, Colorado Outward Bound School and a founder of the UCD Latino Research and Policy Center.
Rick is an avid outdoorsman and enjoys skiing, mountain bike riding and bagging Colorado’s Fourteeners. He is a MPA graduate of the Harvard’s Kennedy School of Government and holds a Bachelor of Business Administration from Columbia College.
Rick is married to Loretta P. Martinez, Esq. originally from Pueblo, CO and they have three daughters.
