Rebecca V. Barrantes, Los Angeles, CA, is the founder of The Sierra Group, which provides program management, business development, public relations/marketing, and public affairs services. She has eighteen years of public and private sector experience, including five years for the City of Los Angeles as principal budget, legislative, and policy analyst for the Mayor and City Council. Rebecca also served as Director of Government and Public Affairs for the Southern California Rapid Transit District (predecessor to the MTA), and as Air Quality Management Administrator for the Los Angeles Metropolitan Transportation Authority. Rebecca is a leading advocate for small minority-owned businesses and is active in the Latin Business Association, Los Angeles Minority Business Opportunity Committee, and Transportation Business Advisory Committee. In 1999, the U.S. Small Business Administration and the Los Angeles Minority Business Opportunities Committee named her Minority Business Advocate of the Year; the Los Angeles Business Journal recently recognized her as one of the top ten "up and coming Latina leaders" in Los Angeles. She earned a BA from California State University, Long Beach and an MPA in Public Administration from the University of Southern California.
