Position Summary

The Program Director is responsible for implementing all aspects of a partnership with Philadelphia Parks and Recreation, the School District of Philadelphia, the Philadelphia Water Department, and others to redevelop green outdoor recreational spaces at schoolyards and city recreation centers in underserved neighborhoods in Philadelphia.   During a pilot phase of the program the Program Director will oversee the development of ten new green play spaces and develop the partnerships necessary to expand the scope of the program into a long-term initiative.  He/She will also develop public/private stewardship models to optimize the maintenance, programming and use of completed sites. Critical aspects of the position involve overseeing a complex multi-agency development process with a strong focus on involving community stakeholders in both site design and park stewardship.   

Essential Functions

  • Program Management: Manage a team of two program managers and other staff in all aspects of the green playground development process, including oversight of environmental engineers, design consultants, and construction contractors. 
  • Partnership Development:  Manage coordination with public agency representatives, including Philadelphia Parks and Recreation, Philadelphia School District, Philadelphia Water Department, and others involved in providing funding or partnering in project implementation.  Oversee the growth of new program partnerships with agencies, local non-profits and community groups in support of playground development and park stewardship. Assist State Director and Philanthropy staff to build a volunteer advisory board consisting of civic leaders to guide the growth of The Trust for Public Land’s program locally.
  • Fundraising:  Oversee all aspects of the program’s public funding efforts including identification of public funding sources, application process, execution of funding agreements, and reimbursement process.  Work closely with the State Director and regional philanthropy staff in their efforts to raise private funds for program support.
  • Budgeting: Manage multi-year program budget to meet funding goals and annual expenditure forecasts.
  • Stewardship:  Oversee the development and implementation of stewardship plans to increase public agency and community capacity for park and playground maintenance and operations.  Working with program staff, the Director will develop relationships with school and city representatives, create agency staff and community collaborations to implement stewardship tasks, and engage community volunteers in park programs and events.
  • Marketing:  Develop and oversee the implementation of public outreach plans in coordination with State Director and Marketing staff to promote program visibility. 
  • Strategic Planning:  Support State Director in the development of annual and multiyear strategic plans for the program. 

Qualifications

  • Bachelor’s degree and a minimum of five years of work experience in the field of community development or managing public capital projects is required. Degree in Architecture, Landscape Architecture, Urban Planning, or Public Administration is a plus.
  • The ideal candidate will have experience in design and construction management, including oversight of design and construction professionals, budgets, and project schedules.
  • Experience with environmental assessments and site remediation is preferred.
  • Experience in managing public/private partnerships is necessary.
  • Candidates should be committed to orchestrating a collaborative design process, involving community members, public agencies and other community stakeholders.
  • Prior work experience with young people and/or diverse stakeholder groups is required.
  • Work experience in Philadelphia is strongly preferred.
  • Experience procuring public grants and administering public contracts is a plus.
  • Excellent oral and written communication skills necessary.
  • Must be highly detail oriented and organized.
